CGR was selected in October 2024 to conduct several specific analyses to help the community evaluate the impacts of consolidating the Village into the Town. CGR conducted a site visit on October 21 and 22, where key stakeholders in the community (municipal employees, local business owners, etc.) were interviewed to start to gather baseline information about the town and village.
CGR is based in Rochester, NY and has provided similar work for dozens of communities across the Northeast. The current study will examine the difference in services provided by the Village and Town (and where there is overlap), the employee benefit package received by the employees of the town and village, and to review the overall potential fiscal and tax impact on the community.
The Village of Poultney (home of historic Main Street and Poultney’s state-designated downtown) has a population of approximately 1,250 people (2022 American Community Survey). The Village is located in the center portion of the Town of Poultney, which covers 44 square miles and is home to over 3,000 residents (including Village of Poultney residents).
