This website is designed to inform the community about a study of the potential reorganization of local government, including but not limited to the dissolution of the Village of Massena, the consolidation of the Town and Village of Massena, or shared service arrangements. This site also was meant to help the community engage in the process. The study was completed in December 2019.
The Village Board of Trustees and Massena Town Board engaged the Center for Governmental Research (CGR) to conduct the study — a high-level analysis of the service and fiscal impacts of reorganization. The study was funded by a grant from the New York State Department of State.
CGR is spending time on-site meeting with key stakeholders, interviewing officials and department heads, and gathering data regarding budgets, operations, and governing structures. The resulting analysis will provide the Village and Town of Massena with insight into the impacts of dissolution or reorganization. Throughout the process, residents will be asked to provide feedback via the project website and at a public meetings established by the Village and Town.
The process is being overseen by a Reorganization Study Committee composed of Town and Village residents with assistance from CGR, a nonprofit management consulting organization with expertise in government management, public finance and municipal consolidation processes. The committee members are Timothy Ahlfeld (chairman), Tony David, Vance Fleury, David Grant, Sherry Thompson, John Wicke and Tony Zappia.
