About

A coalition of residents in Edgemont (part of the unincorporated Town of Greenburgh) have expressed their plan to submit a petition to incorporate as the Village of Edgemont. This study aims to inform prospective voters and members of the Town of Greenburgh of the possible operational and financial impacts incorporation could have on residents of Edgemont and the unincorporated Town of Greenburgh.

The Process

CGR completed an analysis of possible impacts of incorporation through data collection, independent research and interviews with incorporation advocates, Town officials, community members and unaffiliated experts. CGR is a nonprofit management consulting organization with expertise in government management, public finance, municipal consolidation processes, and conducting interviews.
