We are adding to our team of highly skilled, adaptive and effective research consultants, inviting applications for a Director of Change Management and Implementation, Director of Municipal Finance, and Associate Director of Fire and EMS Analysis.

Director of Change Management and Implementation

The Director will help develop and lead CGR’s new practice area focused on organizational transformation, financial health, and strategic restructuring. This leader must possess a unique blend of technical acumen and organizational expertise, as well as the ability to analyze complex datasets while simultaneously navigating the human elements of institutional change. The successful candidate will be able to focus on the "people side" of change, preparing and equipping individuals to transition through changes in business processes, systems, and organizational structures. The Director will act as a coach for senior executives and project managers with client organizations, helping them fulfill the role of change sponsors while minimizing resistance and maximizing ROI for complex institutional shifts.

Key Qualifications: At least 10+ years of progressively responsible experience in change management, organizational development, or consulting; a bachelor’s degree in organizational psychology, social science, business or another relevant field is required. An MBA or Master of Applied Psychology (MAPP) is highly preferred or equivalent practical experience; demonstrated research and analytical skills; strong project management and communication; supervisory experience; professional designation in change management (e.g., PROSCI, ADKAR, CCMP, or ACMP) is strongly desired; mastery of change management methodologies, impact assessment tools, and familiarity with project management lifecycles; exceptional active listening and communication skills; the ability to influence stakeholders at all levels, from front-line staff to C-suite and Board leadership; organizational skills; exceptional writing and public speaking skills; ability to translate complex information for public officials, organizational leaders, the media, and the general public; and mastery of Microsoft Excel or similar tools.

Director of Municipal Finance

We are adding to our team of highly skilled, adaptive and effective research consultants, inviting applications for Director of Municipal Finance. The Director will help develop and lead CGR’s research agenda focused on the fiscal health of governments, public infrastructure financing, and economic analysis and development. This leader must possess the ability to think critically, analyze complex financial datasets, and translate research findings into actionable policy solutions. This role centers on generating high-impact research to influence public policy, promoting transparency, and fostering sustainable financial practices for governments and other public, private and non-profit entities across New York and the Northeast.

Key Qualifications: At least 10 years of experience working in a related professional field; advanced degree (CPA, Master’s or PhD) preferred or equivalent practical experience in Public Policy, Economics, Finance, Public Administration; demonstrated research and analytical skills; strong project management, supervisory and communication experience;; deep knowledge of municipal credit analysis, public budgeting, taxation, debt financing, and financial reporting standards (e.g., GASB); organizational skills; strong writing and public speaking skills; ability to translate complex data for policymakers, the media, and the general public; and mastery of Microsoft Excel (proficiency in data analysis software such as R, Python, or Stata is a plus).

Associate Director for Fire and EMS Analysis

The associate director will support CGR’s growing practice of Fire and EMS Analysis in New York and throughout the Northeast. This person must have a career or volunteer background in fire, EMS, public safety communication or emergency management and the ability to think critically, analyze, write and manage project work. This includes skills to conduct interviews, analyze quantitative and qualitative data, understand and analyze budgets and financial information, synthesize information from a variety of sources, develop create solutions to challenging problems, and describe analysis and findings in reader-friendly compelling deliverables (reports or other applicable formats such as PowerPoint).

Key Qualifications: At least 5-10 years of experience working in a related professional field; bachelor’s or master’s degree in homeland security, emergency preparedness, fire protection technology, social sciences, public policy, urban / regional planning, public administration, journalism, or related field; demonstrated research and analytical skills; strong project management, communication and organizational skills; competence in Microsoft Word, Excel, PowerPoint and similar programs. Candidates with chief level volunteer leadership experience in EMS or the fire service will be considered. Candidates with an associate’s degree and a relevant professional credential such as Chief Fire Officer or Executive EMS Officer will also be considered.
